In May 2024, the staff at Capital City Public Charter School made history by becoming the first chapter to organize under DC ACTS since Mundo Verde in 2019. By joining the District of Columbia Alliance of Charter Teachers and Staff (DC ACTS), an affiliate of the American Federation of Teachers (AFT), Capital City staff are paving the way for other charter school educators to have a stronger voice in their workplaces.
This monumental win brings together 200 employees—including teachers, instructional assistants, counselors, librarians, secretarial staff, and custodians—who are now collectively represented by DC ACTS. The Capital City Staff Union is currently in the process of bargaining its first labor contract, with a focus on improving working conditions, securing better wages, and addressing long-standing issues such as job security and retirement benefits.

Capital City staff have unionized to gain a voice in decisions affecting over 1,000 students and to secure fair contracts, consistent discipline policies, and equitable benefits.
“We can create a healthy, equitable, and sustainable environment for all by uniting,” said Guadalupe Campos, high school Spanish teacher. After-school teacher Kate Lenegan added, “Our students deserve the best from us.”
AFT President Randi Weingarten praised the effort as part of a growing national movement to improve conditions for educators. With support from AFT and the Washington Teachers’ Union, Capital City joins Mundo Verde and DC International in advancing equity for DC charter school staff.
