Kelley Ukhun has been an educator since 2007 and part of the Mundo Verde community since 2018. She currently teaches 5th Grade English Humanities, after previously serving as:

  • SPED Teacher (2018–2020)
  • Reading Interventionist (2020–2021)
  • 3rd Grade Teacher (2021–2022)
  • 5th Grade Teacher (2022-23, 2023-24, 2024-25, 2025-26)

Kelley has been a proud member of DC ACTS since 2019—serving as:

Originally from Bolivia, I am a dedicated educator with over 10 years of experience in bilingual and Spanish immersion classrooms, currently serving as a Spanish teacher in a DC charter school. I specialize in curriculum development, student engagement, and fostering inclusive learning environments that support academic growth and cultural appreciation. Previously, as a Center Director, I led staff development, ensured compliance with regulations, and strengthened family and community partnerships. I bring strong organizational, leadership, and communication skills to my work, and I am committed to advancing educational equity and excellence within DC’s charter school community through culturally responsive teaching and collaborative leadership. school environment.

As an educator for over 15 years in Maryland, Washington, DC, and abroad in Seoul, South Korea, Delia is passionate about creating a nurturing and engaging learning environment where students feel empowered to grow academically and personally.
Delia is a dedicated educator and strong advocate for students and staff and is committed to ensuring that every voice in our school communities are heard and valued. She believes deeply in the power of collaboration and collective action. As a member of the bargaining committee at Capital City, she supported the union in ratifying its first Collective Bargaining Agreement, working closely with families, staff, and school-based partners through clear communication, transparency, and building trust.

Delia wants to continue advocating for fair working conditions, protecting our professional rights, and fostering a school culture where staff feel supported, respected, and empowered.

Frank has been part of the Mundo Verde community for over a decade, bringing a wealth of experience from Operations and as a Special Education Teacher. Over the years, he has taught and supported students across grade levels with a focus on inclusive education and advocacy for both students and staff.

Frank became actively involved in union leadership to ensure that staff voices are heard and contractual rights are upheld. As a representative, he works closely with members to:

Address workplace concerns and contractual issues.
Facilitate communication between staff and administration.
Advocate for fair scheduling, workload distribution and professional opportunities.
Provide guidance on Collective Bargaining Agreement (CBA) compliance.
Support members in navigating HR processes and policies.
Finding solutions that benefit both staff and the school community.

In addition to his union role, Frank has contributed to school culture by collaborating with colleagues, participating in planning initiatives, and advocating for policies that promote transparency and equity. He brings a practical perspective shaped by years in the classroom and a commitment to building an inclusive, respectful environment where all staff can thrive.

Hayleigh Gowans

Hayleigh is a communications professional who has more than a decade of experience in the field. A graduate of Ithaca College’s Roy H. Park School of Communications (B.A. in Journalism), she started her career as a print journalist in Syracuse, NY, and later worked as a morning show planning editor for a broadcast news station in Albany, NY. 

In November 2021, Hayleigh joined the Capital City PCS team as the Development & Communications Associate, and in November 2024, she transitioned into the role of Communications Manager. Hayleigh was the 2016 recipient of the A. Brohmann Roth Newcomer of the Year Award from the Syracuse Press Club, and she graduated from the Leadership Greater Washington Rising Leaders Program in July 2025. 

In her spare time, Hayleigh enjoys reading, biking around DC, practicing yoga, taking part in fat activism, and spending time with her husband and cat, Cleopatra.
